No it's not generated by roslaunch. Normally if you build from source the path
is set correctly and the env variable is not needed. But in the debian-package
generation we don't know at compile time what the installation dir will be.
Therefor setting the RTT_COMPONENT_PATH variable is the easiest to do, you
could also add this in your launch-file, but currently this is not done in the
example.

I'll add this in a future release.
