Adding a Rock core team members to the orocos toolchain's owners.

Hello everyone. I would like to add the rock core team members to the
orocos toolchain's Owners (since there does not seem to be a "developer"
team). It would make more sense to allow reviewing PRs for the packages
that are mainly developed by Rock. Any issues with that ?
