RTT Patch to enable CTest/testing based on our enable flag

Currently RTT has testing always on, as it is not taking into account
the ENABLE_TESTS flag.

PS: Since I'm still working on my Hardy system, it seems the Author line is
dropped from the svn logs. Authorship is correct on the rtt-2.0-mainline
though.
