Looks like they are just using the standard Drupal 6 Garland theme:
http://drupal.org/project/garland
Looks like they are removing the theme in Drupal 8, but in 6 and 7 it
is installed by default.
I think the easiest and quickest solution is to check whether one of
the standard themes fit. If not, look at
http://drupal.org/project/themes for any custom theme. That would be
the easiest and quickest solution - if you find one you like :)
